On the morning of January 15, 2026, in an enthusiastic atmosphere celebrating the 14th National Party Congress, the Management Board for Investment and Construction of Civil and Industrial Projects of HCMC formally held the groundbreaking ceremony for several projects, including the Blood Bank, the City Laboratory Standardization Center, and the 115 Emergency Center - Campus 2, located at the Tan Kien Medical Complex in Tan Nhut Commune, Ho Chi Minh City.

The ceremony was attended by representatives from various departments, agencies, consulting and construction units, along with numerous officials, engineers, and workers directly involved in the project. This is a project of special significance, contributing to the completion of the city's specialized healthcare system and enhancing its capacity for emergency services, testing, and the safe supply of blood for the City.
